Thankfully, that theory has yet to be tested, although a 1983 ABC television movie calledThe Day Afterpainted a vivid and terrifying what-if nuclear Armageddon scenario. The newly released documentaryTelevision Eventgoes behind-the-scenes of the Cold War-era television classic, which presented an alternate (and to many at the time, seemingly inevitable) reality in which a nuclear standoff between the United States and the Soviet Union leaves two cities — Lawrence, Kans., and Kansas City, Mo. — flattened. Both real-life cities were chosen as settings for the telefilm because of their proximity to numerous missile silos. The Day Afterwas initially intended to be a four-hour miniseries airing over two nights. It was also meant to put the fear of God into viewers... literally. Ed Hume, the film's credited writer, reveals in the documentary that "Silence in Heaven," a phrase he pulled directly from the Bible's Book of Revelation, was the original title of his screenplay. Television Event, directed by Jeff Daniels (not theEmmy-winning actor, but the maker of activism-minded documentaries likeMother with a Gun) reveals thatThe Day Afterfilmmakers wanted to make a movie in which big-name performers wouldn't overshadow the message. Stars likeDonald Sutherland,Blythe DannerandRootsactor George Stanford Brown were passed over in favor of two-time Oscar winner Jason Robards, John Lithgow and Steve Guttenberg. Much of the cast of extras and actors in some larger roles were handpicked from among locals in Lawrence. Ellen Anthony, who played Joleen Dahlberg, the youngest daughter in one of the featured families, was one of the chosen. She appears in the documentary and shares her memories of being cast in the movie and filming it. "We surrendered our innocence," she says. "We surrendered that to this larger goal. "That's really hard for me to watch. Because that's… It's really hard for me to watch," she says, as tears fall down her cheeks. "Because that's my town, that's my child..." She stops in the middle of the word and closes her eyes before trying to go on. "I'm sorry, I can't see it right now." "Those locations were the locations of my childhood," she continues. "The group of students that you see vaporized was my actual fifth-grade class. That's hard to watch. That's really hard to watch." That was the case for many of those who saw the movie, which remains one of the highest-rated TV films of all time. "We're gonna talk about this, but that movie — you know it was a movie, right? It didn't happen. And everything is OK for the time being.' SINGAPORE (AP) —French President Emmanuel Macronand U.S. Defense Secretary Pete Hegseth are among the world leaders, diplomats and top defense officials in Singapore this weekend for a security forum that will focus on China's growing assertiveness, the global impact ofRussia's war on Ukraineand the flare-up of conflicts in Asia. Macron opens the conference with a keynote address Friday night that is expected to touch on all of those issues, as well as the pressure thehefty tariffs announced by U.S. President Donald Trump's administrationis putting on Asian allies. It's Hegseth's first time to the Shangri-La Dialogue, hosted by the International Institute for Security Studies, which is taking place against the backdrop of heightened rhetoric between Beijing and Washington. The Trump administration has threatened China with triple-digittariffs, and there's some uncertainty in the region over how committed the U.S. is to the defense of Taiwan, which also faces possible32% American tariffs. China claims the self-governing democracy as its own, and Chinese President Xi Jinping has not ruled out taking it by force. China sends military aircraft, ships and spy balloons near Taiwan as part of a campaign of daily harassment, and currently has an aircraft carrier in the waters southeast of the island. Hegseth told reporters before he boarded his plane for Singapore that Washington's policies were meant to deter a Chinese invasion of Taiwan. "We seek no conflict with anybody, including the Communist Chinese," he said. "We will stay strong for our interests. And that's a big part of what this trip is all about." China, which usually sends its defense minister to the Shangri-La forum, sent a much lower level delegation instead, represented by Maj. Gen. Hu Gangfeng, the vice president of the People's Liberation Army National Defense University. The delegation was expected to speak Saturday on a panel on "cooperative maritime security" alongside representatives from Japan, Vietnam, Chile and the U.K. — notable in that China's aggressive global fisheries tactics have been a regular topic of concern not only in the Indo-Pacific but as far away as Latin America and the Arctic. Defense officials traveling with Hegseth, who spoke on the condition of anonymity because they were not authorized to speak to the media, called the absence of a higher-level Chinese delegation an opportunity for the U.S. to make inroads. "We can't account for whether China engages or not. All we know is that we're here. And we will be here," Hegseth said as he met with Philippine Defense Secretary Gilbert Teodoro. Allies are worried about US commitment to their defense Hegseth's trip to Singapore is his second to the region since becoming defense secretary, following aMarch visit to the Philippines, which has seen escalating confrontations with China over competing territorial claims in the South China Sea. That trip, which also included a stop in Japan, brought a degree of relief over growing concerns from the Philippines and others in the region about U.S. support from a president who has taken more of a transactional approach to diplomacy and seems wary of foreign engagements. The U.S. has been pursuing a "free and open Indo-Pacific" policy, which includes regularly sailing warships through the Taiwan Strait and in the South China Sea, which isclaimed almost in its entirety by China. The European Union has adopted a more economics-driven approach, but several European nations have also regularly taken part in the freedom of navigation exercises, including France, which sent a carrier strike group on a five-month mission through the Indo-Pacific that concluded in April. France steps up its presence in Indo-Pacific In its publishedIndo-Pacific strategy, France has underscored the need to "preserve a rules-based international order" in the face of "China's increasing power and territorial claims" and its global competition with the United States. France's own ties to the Indo-Pacific are strong, with more than 1.6 million of its citizens living in the region in French overseas territories. Following a meeting Friday with Singapore's Prime Minister Lawrence Wong, Macron told reporters there was room in the region for more than just the two superpowers. "We are neither China nor the U.S., we don't want to depend on any of them," he said. "We want to cooperate with both as far as we can, and we can cooperate for growth and prosperity and stability for our people and the world order, and I think this is exactly the same view of a lot of countries and a lot of people of this region." Wong underscored Macron's point, saying that Singapore and the greater region were not looking for exclusive arrangements with any single power. "We want to embrace comprehensive engagement with all parties and embrace win-win arrangements rather than zero-sum competition," he said. In his speech later, Macron is expected also to stress that the war in Ukraine is having a worldwide impact and that Russia seeks to destabilize Asia, the French president's office said. While democracies from the region, including Australia, South Korea and Japan, have been aiding Ukraine, China has been growingly supportive of Russia and North Korea has sent troops to fight for Moscow. The conference comes ascivil war continues to ragein Myanmar, creating a massive humanitarian crisis that has only been compounded by the effects of adevastating earthquakethat hit in March. It also follows the outbreak of violence this week on the Thai-Cambodian border, in which a Cambodian soldier was killed in a brief exchange of fire between the two sides. Thailand and Cambodia have a long history of land disputes, though Thailand said after the short skirmish that the situation had been resolved. NEW YORK (AP) — Bernard Kerik, who served as New York City's police commissioner on 9/11 and later pleaded guilty to tax fraud before being pardoned, has died. He was 69. FBI Director Kash Patel said that Kerik's death Thursday came after an unspecified "private battle with illness." Former Mayor Rudy Giuliani, who tapped Kerik as a bodyguard for his 1993 mayoral campaign and later appointed him to lead the NYPD, reflected on their long history onhis show Thursday. "We've been together since the beginning. He's like my brother," Giuliani said through tears. "I was a better man for having known Bernie. I certainly was a braver and stronger man." New York City Mayor Eric Adams, also a former NYPD officer, said he'd visited Kerik, his "friend of nearly 30 years," at a hospital earlier in the day. Kerik, an Army veteran, was hailed as a hero after the 9/11 attack and eventually nominated to head the U.S. Department of Homeland Security, before a dramatic fall from grace that ended with him behind bars. He served nearly four years in prison after pleading guilty in 2009 to tax fraud, making false statements and other charges. The charges stemmed partially from apartment renovations he received from a construction firm that authorities say wanted Kerik to convince New York officials it had no links to organized crime. During Kerik's sentencing, the judge noted that he committed some of the crimes while serving as "the chief law enforcement officer for the biggest and grandest city this nation has." President Donald Trump pardoned Kerikduring a 2020 clemency blitz. Kerik was one of the guests feting Trump after his first federal court appearance in Florida in a case related to his handling of classified documents. Kerik grew up in Paterson, New Jersey, where he dropped out of the troubled Eastside High School later depicted in the 1989 film "Lean on Me." He joined the Army, where he became a military policeman stationed in South Korea. He went on to work private security in Saudi Arabia before returning stateside to supervise a jail in New Jersey. He joined the NYPD in the late 1980s and was appointed in the 1990s to run New York's long-troubled jail system, including the city's notorious Riker's Island complex. Kerik was appointed by Giuliani to serve as police commissioner in 2000 and was often by the mayor's side in the period after the Sept. 11, 2001, attacks. "He was at my side within 20 minutes of the attack and never left," Giuliani recalled in a statement following Kerik's death. In Kerik's 2015 book, "From Jailer to Jailed," he described becoming "America's Top Cop" after the attacks. "But I'd give anything for that day not to have happened. I wish it hadn't. But it did," he wrote. "And I happened to be there at the time. I was there, and I did the best I could do under the circumstances. It's all any of us did." He was tapped by President George W. Bush to help organize Iraq's police force in 2003, then nominated to head the U.S. Department of Homeland Security the following year. But Kerik caught the administration off guard when he abruptly withdrew his nomination, saying he had uncovered information that led him to question the immigration status of a person he employed as a housekeeper and nanny. More serious legal troubles followed, culminating in his conviction. In 2005, Kerik founded the Kerik Group, a crisis and risk management consulting firm. In the past month, Whitmer notched a successful deal with the Trump administration tosecure new fighter jetsand jobs at an air force base, and Trump assured Midwest leaders that he will fund a project to protect the Great Lakes frominvasive carp. There also were some awkward moments alongside Trump, scorn from those who would like Whitmer to more vehemently oppose the Republican president and disagreement among top Democrats about how best to approach him. Whitmerappeared with Trump, sharing a surprising embrace. The president praised her as doing an "excellent job" — a departure from his criticism of her during his first term. Whitmer also had an awkwardencounter with Trumpin the Oval Office earlier this year, something Whitmer made light of during her address by jokingly holding a binder in front of her face, emulating a photo taken that day in April. "And that's why I don't care much about headlines. What I care about is making headway," she said in an address given to Michigan's political elites and business leaders at a policy conference. "Over the past six and a half years, I have found that leadership is about fighting hard, often quietly, for your big goals," she said. "Your tolerance for taking a few punches to win the fight." (Reuters) -Russian President Vladimir Putin paid tribute to former Prime Minister Shinzo Abe on Thursday, saying he knew the slain Japanese leader had dreamt of finally concluding a post-World War Two peace treaty. No treaty was ever signed as the two countries could not resolve a dispute over the then-Soviet Union's seizure at the end of the war of four islands in the Southern Kuril chain, known in Japan as the Northern Territories. Russian media said Abe and Putin met altogether 27 times during the nearly nine years the Japanese leader was in office. Abe left office in 2020 and was assassinated two years later while making an election campaign speech. "I know that his dream - and he truly strived to achieve this - was to conclude a peace treaty between our two countries. The situation is different now," the Russian leader said. Putin, whose comments to Abe's widow in the Kremlin were reported by Russian news agencies, also said fulfilling that dream was not possible in the current international situation given the conflict in Ukraine. "Your husband did a great deal for the development of Russian-Japanese relations. We had very good personal relations," Putin was quoted as telling Akie Abe. Russia's relations with Japan have been strained by Tokyo's support for sanctions imposed by Ukraine's Western allies over Moscow's 2022 invasion of Ukraine. WASHINGTON (AP) — An information technology specialist for the Defense Intelligence Agency was charged Thursday with attempting to transmit classified information to a representative of a foreign government, the Justice Department said. Prosecutors say Nathan Vilas Laatsch, 28, of Alexandria, Virginia, was arrested at a location where he had arranged to deposit sensitive records to a person he thought was an official of a foreign government, but who was actually an undercover FBI agent. The identity of the country Laatsch thought he was in communication with was not disclosed, but the Justice Department described it as a friendly, or allied, nation. It was not immediately clear if Laatsch, who was set to make a court appearance Friday, had a lawyer who could speak on his behalf. The Justice Department said its investigation into Laatsch began in March after officials received a tip that he had offered to provide classified information to another nation. Laatsch wrote in his email that he "did not agree or align with the values of this administration" and was willing to transmit sensitive materials, including intelligence documents, to which he had access, prosecutors said. An undercover agent got in touch with Laatsch, who began transcribing classified information to a notepad and made plans to drop off information that the foreign government representative could pick up in a park. At one drop-off this month, prosecutors say, Laatsch left behind a thumb drive containing multiple typed documents marked up to the Secret and Top Secret levels. In return, prosecutors say, Laatsch said that he was interested in obtaining citizenship from that country because he did not anticipate "things here to improve in the long term." He was arrested Thursday at a prearranged location after making additional plans for a drop-off. ___

Grammy-nominated R&B artist Jaheim is facing multiple animal cruelty charges, according to jail records and court documents. The "Just in Case" singer, whose full name is Jaheim Hoagland, was charged with six counts of animal cruelty in connection with a May 1 arrest, Fulton County Jail records show. The 47-year-old singer's arrest comes after he was reported various times for the unsanitary conditions he allegedly kept his dogs, according to an arrest affidavit obtained by USA TODAY. He has a 2021 third-degree animal cruelty case in New Jersey, in which he is alleged to have kept 15 dogs in his home with "deplorable conditions," the court document says. Hoagland was taken to Fulton County Jail for his current charges, but he was released on May 2 after posting a $35,000 bond. As of May 29, it is unclear if Hoagland has a defense attorney. One incident mentioned in the affidavit occurred on April 27 and involved Fulton County Animal Control officers receiving a call about a malnourished dog roaming through a parking lot in Buckhead. The officers left when Hoagland allegedly approached them in an "aggressive manner" and said they're not "taking the dog," as he was just "outside doing work on the RV." The following day, the officers returned and encountered Hoagland, who was recording them and saying that they "were on private property and this was harassment," according to the affidavit. When the officers explained to the singer that they had received a call about his dog, Hoagland became "irate," refused to identify himself and obstructed the officers' view of the canine. Once officers identified Hoagland, they asked him about the dog, to which the singer explained that his canine's current body state was because he was only 11 months old, but he said he feeds him regularly, according to the affidavit. When Hoagland took the dog out of its kennel, the officers noticed it was "severely emaciated and his rib cage was protruding through the skin," the court document continued. The officers gave Hoagland a written warning, but said they would return to obtain veterinarian records and reassess the dog. After leaving the area, the officers discovered that the phone number given to them was the number of a relative and not Hoagland's, the affidavit says. Fulton County police found Hoagland and his RV in a separate Buckhead parking lot on May 1, and after conducting a search warrant of the vehicle, they took him into custody, the affidavit reads. During the search of the RV, six dogs were located, including a 10-week-old pit bull puppy, two 10-week-old liver colored puppies, a 5-year-old pit bull, an 11-month-old brown hound and a French bulldog, according to the affidavit. All the dogs were removed from the RV and taken to the Fulton County Animal Control's shelter, the court document continued. ANCHORAGE, Alaska (AP) — An Alaska man who was pinned facedown in an icy creek by a 700-pound (318-kilogram) boulder for three hours survived the ordeal with only minor injuries, thanks in part to his wife's quick thinking and lots of luck. Kell Morris' wife held his head above water to prevent him from drowning while waiting for rescuers to arrive after Morris was pinned by the boulder, which crashed onto him during a hike near a remote glacier south of Anchorage. His second stroke of luck came when a sled dog tourism company that operates on the glacier overheard the 911 dispatch and offered up its helicopter to ferry rescuers to the scene, which was inaccessible to all-terrain vehicles. Once rescuers arrived, it took seven men and inflatable air bags to lift the boulder off as he drifted in and out of consciousness. Morris, 61, said he realizes he is probably the luckiest man alive. "And luckier that I have such a great wife," he said Thursday. His wife, Jo Roop, is a retired Alaska State Trooper. They moved to Seward, about 120 miles (193 kilometers) south of Anchorage, from Idaho last fall when she took a job with the local police department. Last Saturday, they wanted to avoid the big crowds that converge on the Kenai Peninsula community during holidays and decided to hike near Godwin Glacier on an isolated and undeveloped trail behind a state prison, Seward Fire Chief Clinton Crites said. Their trail was actually a rocky creek bed lined with large boulders deposited by the glacier. Morris said he noticed dangerous boulders, some weighing up to 1,000 pounds (454 kilograms), along the banks of the creek and avoided them the best he could, until he ran into an area he couldn't pass. "I was coming back and everything, the whole side slid out from under me," he said. He said things became a blur as he tumbled down the embankment about 20 feet (6 meters), landing face down in the water. Then he immediately felt the boulder hit his back in what Crites described as "basically an avalanche of boulders." The way Morris landed, there were rocks under him, in between his legs and around him that caught the weight of the boulder, preventing him from being crushed, Crites said. But the massive rock still had him pinned, and Morris felt intense pain in his left leg and waited for his femur to snap. "When it first happened, I was doubtful that there was going to be a good outcome," Morris said. His wife tried to free him for about 30 minutes, putting rocks under the boulder and trying to roll it off him, before she left to find a cell signal. Amazingly, she only had to walk about 300 yards (274 meters) to connect with 911 and relied on her law enforcement experience to send exact GPS coordinates to dispatch. A volunteer at the neighboring Bear Creek Fire Department heard the call while working at the sled dog tourism operation and diverted the helicopter used to ferry tourists to the scene. Ultimately, firefighters who couldn't navigate their all-terrain vehicles over the boulder field jumped out of the helicopter. By this time, Morris was hypothermic from the cold water running off the glacier, Crites said, and his wife was holding his head out of the water. "I think if we hadn't had that private helicopter assist us, it would have taken us at least another 45 minutes to get to him, and I'm not sure he had that much time," Crites said. The firefighters used two air bags normally reserved to extract people from wrecked vehicles to slightly lift the boulder. "But then it just became an all-hands brute force of 'one, two, three, push,' " Crites said. "And seven guys were able to lift it enough to pull the victim out." An Alaska National Guard helicopter lifted them out of the creek bed with a rescue basket. Morris spent two nights at the local hospital for observation but walked away unscathed. "I fully anticipated a body recovery, not him walking away without a scratch on him," Crites said. Morris, who is now reflecting on his ordeal at home, acknowledged it might have been a little wake-up call to stop doing things like this at his age. "I was very lucky. God was looking out for me," he said. When he and his wife go hiking this weekend, they are going to stick to established trails. "We're going to stop the trailblazing," he said.

"Without a doubt, the road has been difficult and full of lessons that we must ensure we don't repeat," she said. González Colón said the upcoming budget includes funds to hire 800 new police officers, $12 million to hire new firefighters and $24 million to recruit resident doctors ashealth professionals continue to move to the U.S. mainland, leaving Puerto Rico with few or no specialists in certain areas. She noted that more than 60%, or roughly $8 billion, of the upcoming general fund budget is slated for health, education and public safety. The budget has not yet been approved. She also renewed her pledge to cancel the government's contract with Luma Energy, a private company that oversees the transmission and distribution of power in Puerto Rico. "The termination of this contract will be a reality," she said as supporters stood up and applauded. González Colón said reliable power is essential to attract investment as she promisedto keep attracting more manufacturing to Puerto Rico. In upcoming months, she said she would announce the expansion of five industries on the island. The length of her address and the speed at which she sometimes delivered it surprised some. Political analyst and university professor Jorge Schmidt Nieto said it seemed like a ploy to distract those who have criticized her administration of inaction and the government of so far not approving many laws. "She tried to bring an optimistic tone because she knows she has received a lot of criticism," Schmidt Nieto said. Another who criticized González was Pablo José Hernández, Puerto Rico's representative in Congress and president of the opposition Popular Democratic Party: "If one word describes the start of this government, that word is disorder." But with hurricane season about to start, Noem has been quietly pushing behind the scenes to keep key employees in place and to approve reimbursements to states previously hit by disaster, sources familiar with the situation told NBC News. Trumphimself talked about possibly "getting rid of"FEMA shortly after he was inaugurated for his second term, while he was touring North Carolina to see areas of the state damaged by Hurricane Helene. There has been no public indication that his administration, including Noem, is reconsidering that stance — indeed, the administration's original acting FEMA administrator, Cameron Hamilton, wasremoved from the jobone day after he testified at a congressional hearing that he does not think "it is in the best interests of the American people to eliminate" FEMA. Tricia McLaughlin, a Department of Homeland Security spokesperson, has told NBC News that the move was not a response to his testimony. There does, however, appear to be some internal recognition that, absent a plan ready for how the country would move forward without FEMA, important elements of the agency and its work have to remain in place for now. According to internal documents reviewed by NBC News, on May 19, Noem approved a request from newly installed acting FEMA Administrator David Richardson to retain 2,652 employees whose terms had been set to expire between April and December. The employees are part of FEMA's Cadre of On-Call Response/Recovery Employees (CORE) group, for which people are always hired for specific periods of two to four years; their departures this year would have left FEMA without a large number of key employees during hurricane season. According to areport by the Government Accountability Office, FEMA had 8,802 total CORE employees as of fiscal year 2022. A FEMA employee told NBC News that the workforce seemed surprised and pleased that Noem decided to keep the CORE employees on during hurricane season after the administration had moved to cut them. The same week FEMA was moving to keep those key employees in place, the White House was suddenly approving disaster recovery reimbursement requests from 10 states, including some that had been stalled for months, accounting for 20% of all such approvals in Trump's second term, according toFEMA disaster approval data online. Three sources familiar with Noem's recent actions say she has taken an outsized role compared with previous secretaries in pushing the White House to support FEMA and reimburse states. State and local governments are entitled by statute to have 75% of their costs for disasters reimbursed by the federal government. Anything above that is determined by a fixed formula or, if the formula's requirements are not met, by the president. In the past, the White House generally approved what FEMA officials determined was appropriate based on those formulas, leaving the homeland security secretary to function largely as a rubber stamp, according to two sources familiar with the disaster approval process. But with the White House pushing to downsize FEMA's role and encourage more states to bail themselves out, at least as of last week, the White House had repeatedly pushed back against FEMA's recommendations, according to one of the sources familiar with Noem's recent actions. And Noem had gotten involved. Asked for comment on this article, McLaughlin, the DHS spokesperson, said in a statement: "This is a sad attempt by the mainstream media to drive a false narrative that there is daylight between President Trump and Secretary Noem. To the media's chagrin, there's not. Secretary Noem has been implementing President Trump's vision for the future of FEMA to shift it away from a bloated, DC-centric bureaucracy that has let down the American people." Because previous administrations typically approved reimbursements that FEMA determined should be made, states might not have the ability to shoulder the burden without having planned for it years in advance. "For a state like North Carolina, it's significant. And in a state like Alabama or Mississippi, it would bankrupt the state," said Michael Cohen, who was chief of staff at FEMA during the Biden administration. "They would have to take out a bond. They would have to look at how they increase tax revenue. For some of these states, it might be twice what their annual budget is for the year. So when the DHS secretary or White House is saying states are going to have to own the problem ... these states are going to need to have a different mindset for how they budget." Though the CORE employees are being kept on, a large number of FEMA's senior executives have left this year, largely voluntarily, raising concerns internally and among outside observers and members of Congress about its ability to respond during hurricane season. Sixteen senior officials whose departures were announced in an internal email last week had a combined 228 years of experience at FEMA. Four additional senior executive departures were announced Wednesday in an email from the acting chief of staff at FEMA, who is herself set to step down. "It's like having a relay team, and instead of having six members you've only got four, and yeah, you can do it, but those four runners are going to have to run more than they're trained for," the FEMA employee said.

HONOLULU (AP) — The Honolulu Police Department said it will review all impaired driving arrests after the American Civil Liberties Union of Hawaii filed a lawsuit Thursday alleging officers are arresting sober drivers in an overzealous focus on making drunk-driving arrests. In recent years Honolulu officers have arrested "scores" of drivers who show no outward signs of impairment, perform well on field sobriety tests and whose breath tests often show no alcohol, the lawsuit said. The department is driven by a "singular focus" on getting arrests for driving under the influence, even if they don't result in convictions, in an attempt to show that officers are protecting the public, to use the arrest numbers to secure federal funding and to meet quotas, the ACLU said. In response, the department said in a statement that it "takes these allegations very seriously," and officials have "initiated a comprehensive review of all impaired driving arrests dating back to 2021." The ACLU said they became aware of the issue thanks to aninvestigation by Hawaii News Nowreporter Lynn Kawano. Police are motivated with incentives such as supervisors telling night enforcement officers they can go home and still get paid for an entire shift if they make a DUI arrest, which results in officers taking investigative shortcuts or making arrests without probable cause, the ACLU said. The class-action lawsuit is on behalf of three plaintiffs who were arrested and represents hundreds of other drivers. The lawsuit is asking a judge to declare that the Honolulu police's practices are unconstitutional and unlawful. It doesn't seek monetary damages. In addition to the ongoing review, the cases of the three plaintiffs will be internally investigated, police said: "We are dedicated to upholding public trust and will take appropriate action should any misconduct be found." From 2002 through 2024, Honolulu police arrested 127 people who had a blood-alcohol content level of 0.000 after a breath or blood test for driving under the influence, according to the lawsuit. Only 15 people were given a traffic ticket, and only three people were charged with driving under the influence of drugs, the lawsuit said. Honolulu police's "pattern" has been to stop drivers either without any problematic driving at a sobriety checkpoint or for minor traffic infractions, the lawsuit said. Tanner Pangan was a high school senior when an officer pulled him over last year after his truck swerved on a rain-slicked road. "When I got pulled over and accused of drinking and driving ... I was kind of stunned because I don't drink, I don't do drugs, nothing," he told reporters during a virtual news conference. It was his first time being arrested or pulled over. "Each of our clients blew a 0.000. None of them were intoxicated. Yet they endured lasting damage to their records, their reputation, traumatic arrests, and unlawful detention," said Jeremy O'Steen, an attorney with a firm that is working on the lawsuit with ACLU Hawaii. "What we are demanding today is simple: Stop arresting innocent people. Stop manipulating the system." ACLU Hawaii is concerned there are quotas that officers are trying to meet. In looking at arrest statistics, the ACLU found a cluster of arrests at the end of the month. On Aug. 31, 2024, there were arrests where a breath test showed 0.000 in the same location about 20 minutes of each other, the ACLU said.

Robinson and his wife, Frances Robinson, filed the counterclaim Wednesday in Los Angeles Superior Court against the women and their lawyers, whose allegations, they say, were "fabricated in an extortionate scheme." The filing is a fast and forceful legal and public pushback from the 85-year-old Motown music luminary in response to the women's May 6 lawsuit and a May 15 announcement from the Los Angeles County Sheriff's Department that its Special Victims Bureau is"actively investigating criminal allegations" against Robinson. The Robinsons also filed a motion to strike the women's lawsuit. The women are seeking at least $50 million,alleging Smokey Robinson repeatedly rapedand sexually assaulted them in his home when they worked for him between 2007 and 2024. They said Frances Robinson, a co-defendant, enabled him and created an abusive workplace. The counterclaim opens with friendly text messages from the women to contradict their claims against Robinson, whose songs, including "Tears of a Clown" and "The Tracks of My Tears," established him among the biggest hitmakers of the 1960s. The filing says the women "stayed with the Robinsons year after year," vacationed with them, celebrated holidays with them, exchanged gifts with them, asked for tickets to his concerts, and sought and received help from them including money for dental surgery, financial support for a disabled family member, and "even a car." The filing — which includes photos from the vacations and gatherings as exhibits — says that despite the couple's generosity, the women "secretly harbored resentment for the Robinsons and sought to enrich themselves through the Robinsons' wealth." "Unfortunately, the depths of Plaintiffs' avarice and greed know no bounds," the counterclaim says. "During the very time that the Robinsons were being extraordinarily generous with Plaintiffs, Plaintiffs were concocting an extortionate plan to take everything from the Robinsons." John Harris and Herbert Hayden, attorneys for the former housekeepers, said in a statement that the defamation lawsuit "is nothing more than an attempt to silence and intimidate the survivors of Mr. Robinson's sexual battery and assault. It is a baseless and vindictive legal maneuver designed to re-victimize, shift blame and discourage others from coming forward." The lawyers said they intend to get the Robinsons' lawsuit thrown out by invoking California's laws against using the courts to silence and intimidate people who sue. The four women, whose names are withheld in their lawsuit, each allege that Robinson would wait until they were alone with him in his Los Angeles house and then sexually assault and rape them. One woman said she was assaulted at least 20 times while working for Robinson from 2012 until 2024. Another said she worked for him from 2014 until 2020 and was assaulted at least 23 times. The Robinsons' other legal filing seeks to strike the women's lawsuit as invalid, saying they have no right to hide their identities in it, especially after they "chose to make a very public spectacle of themselves" when they appeared at a news conference the day they sued, their faces covered with masks and sunglasses. The Sheriff's Department would give no details on its investigation beyond confirming its existence. Robinson, who was a central figure in the Motown Records machine with his group the Miracles and as a solo artist, is a member of both the Rock & Roll Hall of Fame and the Songwriters Hall of Fame.

ATLANTA (AP) — The Georgia Supreme Court upheld a state law Wednesday that bans most people under 21 from carrying a handgun in public. Under Georgia law, anyone ages 18 to 20 years old can possess handguns on their own property, in their car, at their business or for hunting, fishing and sport shooting. Those in the age group who have been trained by the military are exempt. Thomas Stephens, a 20-year-old man from Lumpkin County, sued Georgia after a probate court denied him a weapons carry license in 2023, when he was 18. Stephens asked the state to stop enforcing that law, which he said violated his constitutional rights. A trial court granted the state's motion to dismiss the lawsuit. The Georgia Supreme Court denied his appeal, noting Georgia's Constitution guarantees the right to bear arms but lets the General Assembly regulate how they are carried. Georgia has some of the loosest gun laws in the country. The decision comes in the aftermath of heated debates about gun control in the state after amass shootingat Apalachee High School, northeast of Atlanta, where a 14-year-old boystands accusedof killing two teachers and two students and wounding several others last Sept. 4. Stephens asked the state Supreme Court to pick one of two federal legal tests used for Second Amendment challenges, "strict scrutiny" or "history and tradition," to evaluate whether Georgia's law is constitutional. The decision, written by Justice Andrew Pinson, says those standards are "not viable substitutes" for determining what the text of the state Constitution originally meant. Unlike Georgia, the U.S. Constitution doesn't explicitly let legislatures regulate how people carry guns. Pinson wrote in the decision that construing the meaning of a constitutional provision "requires careful attention to not only the language of the clause in question, but also its broader legal and historical context." Stephens' attorney John Monroe argued the law infringed on his client's rights. He also called it an arbitrary law because military training focuses on weapons other than handguns. But he knew unraveling the law would be an uphill battle. "It's not unexpected because there's over a century of precedent that was against us," Monroe said of Wednesday's decision. He said they are "disappointed with the decision" but "it is what it is." Stephens' lawsuit came less than a year after Georgia Republican Gov. Brian Kempsigned a billin 2022 allowing Georgians to carry a handgun without a permit from the state. Authorities are offering a reward of up to $50,000 each for the two inmates who remain on the run after escaping a New Orleans jail earlier this month. Crimestoppers of Greater New Orleans and the FBI New Orleans announced at a Thursday news conference that it was upping each of their rewards to $20,000 per inmate. The ATF is offering a $10,000 reward per inmate. Eight of the 10 inmates who escaped the Orleans Justice Center on May 16 have been captured. Antoine Massey and Derick Groves remain on the run. "Today marks day 13 in our search for escapees Antoine Massey and Derrick Groves, and we want you to know that we will find them," said Jonathan Tapp, Special Agent in Charge at FBI New Orleans. Louisiana State Police Superintendent Colonel Robert P. Hodges said authorities are closing in on Massey and Groves. "We should have them in custody soon," he said, telling reporters that the two inmates are getting help and moving around the city, "the walls are closing in." Officials said tips from the public led to the capture of three of the escapees. One reward has already been paid out, and the other two will be paid soon. More than a dozen people have beenarrested and charged with allegedly helping some of the escapees. Five people were charged withhelping Lenton Vanburen, 26, run and hide, authorities said. Vanburen was arrested Monday by Baton Rouge police after they received a tip from a "concerned citizen," according to astatement. He was apprehended while sitting on a bench near a department store. Last week, jail maintenance worker Sterling Williams was arrested and charged after authorities accused him of cutting off the water in a cell so inmates could pull the toilet from the wall and flee. According to an affidavit for an arrest warrant, Williams told investigators that Massey had threatened to shank him if he did not help. Michael Kennedy, a lawyer for Williams, denied that his client was trying to assist the inmates in escaping. Kennedy said Williams turned the water off because the toilet in an unused handicapped cell was clogged. A photo released by the Orleans Parish Justice Center showed a hole in the wall behind the toilet with phrases such as "To Easy Lol" and "We Innocent" written above it.
